Increase the number of points：

if you got 90% as you say, that's not mean that it will be successful every time you will upgrade,
some reason why higher chances of percentage got failed:
1. maybe on server database, database experiencing some delays and connection problem.
2. do not upgrade when server is having problem when connecting characters, this was happening everyday.
3. maybe the rate of the server is not that too high when it comes on upgrading.

some of what i've said maybe not true, but maybe this will guided you when you upgrade equipments next time.

It stated here ever since the server was created!! and since i use to upgrade it on site i'm not expecting that i waste my points on that matter.
